Take Action: Urge Your Senators to Protect Older Adults' Housing Assistance. Congress is drafting funding bills for the U.S. Department of Housing and Urban Development (HUD) for fiscal year 2027. Take action now to support a strong Senate HUD funding bill and reject funding reductions proposed by the House. The House has advanced harmful cuts to rental assistance and housing supply programs at HUD—but the Senate can still take action to save and expand housing assistance for the next fiscal year! Act now to urge your Senators to make strong and smart investments in programs our communities rely on. You can personalize your messages to Congress with stories of how HUD funding directly supports residents and affordable housing communities.

HUD Begins Scoring NSPIRE Affirmative Requirements. On September 29, HUD published a notice seeking public input on changes to the way housing inspections are scored at HUD-assisted properties. Titled “National Standards for the Physical Inspection of Real Estate,” the notice makes three revisions to the NSPIRE Scoring Notice for public comment, including to initiate scoring for newly inspected standards beginning October 1, as well as two minor technical corrections to previously published methodologies related to determining sample size for inspections. The NSPIRE Scoring Notice does not apply to the Housing Choice Voucher and Project-Based Voucher programs and does not revise the inspection frequencies established under the applicable program regulations. Comments are due to HUD by November 30, and LeadingAge will work with our membership to submit our feedback.
Poverty Rates Continue to Climb for Older Adults. The poverty rate of people 65+ is the highest of all age groups and is growing, according to an AARP Foundation analysis of 2025 supplemental poverty rate data on older adults released by the U.S. Census. Read more in this LeadingAge article.
Bipartisan Eviction Prevention Bill Introduced in Senate. On September 24, Senators Michael Bennet (D-CO) and Todd Young (R-IN) reintroduced the Eviction Crisis Act (S 5535). The major provision of the bill, if enacted, would create a competitive grant program administered by the Department of Housing and Urban Development (HUD) to provide funding to households at or below 50% of Area Median Income experiencing a short-term crisis that is impacting their housing stability. This emergency assistance program would cover a variety of costs associated with housing instability, including rent and rent arrears, utilities and utility arrears, application fees, security deposits, and relocation costs. In addition to this program, the legislation would also create grants for eviction-diversion efforts at the Department of Justice, a national evictions database maintained by HUD, a Committee on Eviction Research to advise the Secretary of HUD, tenant access to screening reports, and a GAO report on "the factors that contribute to evictions" compared across different types of places and protected classes. LeadingAge is working with our members to determine our position on the bill.
Tax Legislation Containing Due Process Protections for Tax Exempt Organizations Passes Senate. In a win for the nonprofit sector, the Senate passed The Taxpayer Assistance and Service Act (S 5441) on September 30, 2026. This bipartisan measure includes a provision that expressly establishes the right to appeal any determination to deny or revoke the tax exempt status of an organization before the Internal Revenue Service Independent Office of Appeals. The legislation also requires notice of these appeal rights to be provided to organizations whose tax exempt status has been denied or revoked. We will continue to monitor this legislation as it moves to the House.
